Liquor Vendor or Supplier

Supplier, as defined by West Virginia statutes, means a person who sells or offers to sell, or solicits or negotiates the sale, of alcoholic liquors in West Virginia and the term may include manufacturers, distributors, distillers and importers.

New Item Listing Process:

  • All prospective liquor vendors must complete the vendor registration packet and submit the original documents to the West Virginia Alcohol Beverage Control Administration (WVABCA) for processing. Upon completion of the registration process, the vendor contact will receive notification as to their approved vendor status.
  • Once the registration is complete, the vendor representative will contact the Spirits Division and request an appointment for product presentation. Price quotes and electronic images of all items to be presented are due prior to the meeting or may be submitted at the time of appointment request. All vendor representatives attending the meeting must be duly licensed.
  • During the meeting, the vendor will provide a marketing plan for each item presented, supporting their request for product inclusion in the West Virginia Alcohol Beverage Control Administration’s Bailment Portfolio.
  • Vendors are notified by email as to the Commission’s decision regarding their request for listing. If approved, email notifications are sent to the vendor advising as to the WVABCA Code numbers assigned and case quantities for initial shipment. All cases shipped to the WVABCA Distribution Center must be properly labeled.
  • Vendors are responsible for maintaining inventory levels on each product that represents twelve weeks of sales. Vendors must submit all proposed orders to the WVABCA for review and acceptance. Orders may be submitted by fax to (304) 957-0309 or by email to ABCC.Spirits@wv.gov and a copy to Kimberly.D.Canterbury@wv.gov. Proposed orders are reviewed to assure that the products and case quantities are within acceptable inventory levels so as to satisfy bailment needs. Email notification is sent to the vendor advising as to the products and case quantities approved for shipment to the WVABCA Distribution Center and the corresponding Advance Shipping Number (ASN) that is assigned to the order.
  • Vendors, or their contracted licensed carrier, must call the WVABCA Distribution Center at (304) 356-5570 and provide the ASN# to schedule a delivery appointment.  Deliveries occur weekdays between the hours of 6:00 a.m. and 10:00 a.m.
